Note that “the city” in verse 19 and “Lystra” in verse 20 both refer to the same thing.
This chiasm provides a geographical illustration of a chiasm. Reading a chiasm is like travelling through places to a destination and then returning through the same places, but with a greater knowledge and different perspectives of the places.
